The HomePod mini has been setup, is in your Home app, confirmed connected to your Wifi, it is up to date on OS, and you have tried a restart? If all of that is correct then -
On your iPhone go to Settings>Your Name (at top)>Subscriptions. Do you see Apple Music as active? (in this process did you see anywhere Apple Music subscription offer?)
If you do then on your iPhone go into the Home app and long press the HomePod button. Scroll to the bottom and press the settings gear. Scroll down to primary User and press it. Do you see "HomePod Account"? Below that is the HomePod Account AppleID the same as the AppleID of your iPhone?
Otherwise I'd reach out to Apple Support for Subscriptions. Keep in mind that if you've had Apple Music before the offer may not apply. Subscriptions and Billing - Official Apple Support
