Classroom students showing offline

My Apple Classroom shows my students as offline and we’ve tried resetting and restarting bluetooth and wifi and we never turn bluetooth off on the devices in question. We also tried making the students devices teachers and teachers students, and it worked!!! The student devices in question use iPados 12.2.4 and that is the latest update. Do we need another device? If not, what should we do next?
