How can I be sure that if I buy an iphone it will be open to use overseas?

If you're buying in the US Store, yes.

Keep in mind that if you intend to use it ONLY or primarily outside of the US, you will not have a warranty.

The warranty is only valid in the country where the device was originally sold.
