Are you connecting the charger directly to the laptop? If not, then the multiport adapter, dock, hub may not be passing on the full power of the charger or they may have a hardware issue. Try unplugging the charger from the electrical outlet for a minute to reset the charger's internal circuitry. Otherwise, It indicates a hardware issue of some sort either with the laptop, the charger, or the charging cable. You need to have Apple or an Apple Authorized Service Provider examine the laptop to provide you with a repair estimate.
In the mean time, try connecting the charger to another USC-C port especially on the other side of the laptop if you have the four port model. You can try rotating the USB-C connector 180 degrees upside down in case the USB-C port is half bad. Make sure the cable is fully seated. The MBPro 2016 - 2017 models tend to have the charging ports loosen up with frequent use which can make the cable loose and provide an intermittent connection. These are just temporary measures until you can get the laptop repaired because if any of these things work it indicates a hardware problem (unless perhaps the charger or charging cable is the problem).
You can try an SMC Reset, but I don't think it will help for your issue. Or maybe your electrical outlet or surge strip is bad. Also try disconnecting all external devices in case one of them is causing a problem.
