I don’t have Safari app tried to download app for ipad
I have had Safari app it’s gone can’t download safari app on my mini 2 ipad

The Safari app cannot be deleted. If you haven't tried search, see: https://support.apple.com/en-us/HT201285
Another reason for it not being visible is due to a restriction. Go to Settings and tap Screen Time, tap Content & Privacy Restrictions, tap Allowed Apps. See "Allow built-in apps & features" in Use parental controls on your child's iPhone, iPad, and iPod touch - Apple Support
