You will never see the shared albums at www.icloud.com on your iCloud page in Photos. You can share shared albums as a public web site on a specific page for each shared album. Then share the URL to this page.

Just in case you tried to share an album tonight, there have been some disruptions du to maintenance work at the cloud servers. These problems have been resolved by now.
