Inconsistent ringing/vibrating IPhone 13 pro

Anyone else have inconsistent ringing/vibrating with IPhone 13 pro? I have done everything including many hours on the phone with Apple support and have restored the phone twice (once from a computer backup, once with no computer backup). I have had a Genius Bar appt where they wiped the phone clean by taking all of the software off and putting it back on. All of my settings are set for the phone to ring/vibrate at all times, so that is not the issue. Nothing helped or worked.
