Why is the no box with "I agree" on the license for Monterrey download? Download cannot be completed message. What do I need to do?

Try going to System Preferences>.Dock & Menu Bar>Dock & Menu Bar and check the box that says automatically hide and show the Dock.
Other uses have found that this shows additional screen real estate and the Agree button was hidden under the Dock.

There is no box to agree to the software license download. Without clicking off the I agree button, it will not download. Why is there no box with "I agree"?
