Purchased an iPhone from the owner. The phone was used for our job in Guyana last year. The Apple ID on the phone belongs to one of the employees. I now own the phone and want to have the ID changed to mine. The person with the logged ID is not responding to my request to remove his ID account. Can you assist?

If you are not the owner and do not have the Apple ID and Password then there is no way that you can get into this iPhone unless the original owner shares the Apple ID and password with you. If you are lucky you can get into this iPhone if they (owner) accidentally remove the device from their Apple ID.
You can't change Apple ID from one person to another without the approval of the owner.
