Issue of adding picutres to the Note at Ipad

I have a problem adding pictures to the Note. It was automatically goes bottom of any text or drawing, but it start go behind the text or drawing and I m able to adjust the size and move it around, which I don't want it, I want it stay the bottom and I don't want it floating. Please help me to figure out how to change this feature, thank you!!

ipad 7th generation, software version of 15.3.1

iPad (6th gen) WiFi

We understand that when adding a photo to the Notes app, you find the photo appears behind the text, instead of being inserted at the bottom of the note.

Does this happen in all notes in the Notes app? Have you had an opportunity to restart your iPad since noticing this behavior? If not, please do so now. Restart your iPad
