Thank you for using Apple Support Communities.

In order to copy photos to your iPhone from the PC, you need to use the Sync feature in iTunes: Sync photos in iTunes on PC with devices

"If you already use iCloud Photos on your computer and devices, your photos are synced automatically. See the Apple Support article Set up and use iCloud Photos on your Windows PC."

If running into any issues, let us know in detail. For example, any specific error messages?

Good morning
It uses Google translator and I don't know if it translates well.
After the recent iPhone updates, using iTunes, photos are transferred from PC to iPhone without any problem, and videos made on HD Movie Maker - PRO do not pass. I do not know why ? Before that, I did not have this problem.
