3 devices and all storage space is used for backups
Hi,
all my storage space is being used for backups. Should I have created separate icloud accounts for each device?

Multiple accounts for one person is rarely a good idea. You will lose functionality such as ability to sync iCloud Contacts, Photos, etc, etc, etc.
