macOS version 10.15.0 - how do I get this version on my mac

Back up your data, check your applications for compatibility, and if your Mac is a 2012 or newer model(2013 for desktop Mac Pros, click on the download link for Catalina in the Related Article above; if you get a Mac App Store preview page, change the https at the beginning of its address to macappstore.

It's a full-version upgrader. If you specifically need 10.15.0 instead of it, you'll need to have kept a copy of that release.
