Why can’t my phone receive this update?

What update are you referring to? To update the iOS on your iPhone, see this, Update your iPhone, iPad, or iPod touch - Apple Support
You should be able to just go to Settings>General>Software Update and it will search for a report if there is an update and give you the option to download and install the update. The most current iOS is iOS 15.3.1. What is the current iOS you have on your device?
