Time Machine bugs me every single day (starting on day 7) if I haven't used my external backup device, which is something I only do like once a month. How do I turn off these annoying notifications?

Switch to Carbon Copy Cloner to do the backups.
Your only option is to turn off Time Machine or backup your device.
The User ( you ) do realize that Time Machine Backup once enabled is making Snap Shots at the time it is scheduled to perform a Backup regardless whether the the External Drive is attached or not.
Given enough missed executions to transfer the Snap Shot to the external Drive - the Internal Drive is accumulating Snap Shot after Snap Shot and will continue to do so until the External Drive is actually attached.
This will increase the risk of the Internal Drive getting so full that a Warning may appear from the Operating System of " Running Out of Space "
If left unattended to, this could lead various unintended things to occur , including Decreased performance due to lack of Empty Space, Increased CPU and Memory usage as the computer has to SWAP out from RAM and Back into RAM plus increased Battery Usage to perform all these addition tasks.

Not a helpful answer. I don't generate new files on my Mac often enough to justify wasting time backing it up every single week. How do I turn off these notifications? I don't care if it's not advised.
Like you, I don’t create many files, but the OS does and on occasions a combination of actions may create issues. So having regularTM backups allows an easy rollback. I leave my TM connected all the time on automatic backups, my disk is twice the size of my boot disk and just sits there doing its thing.

well, when I do back it up to the external drive, does that then remove all those snapshots from my local machine, freeing back up the space? And approximately how much space does a random snapshot take up? 1GB or so?
You don't. Remember to back up your system.
There's no Terminal command or any way of turning them off? That's a pretty big oversight on Apple's part
