iMac won’t start up

Hi, I wiped my mac as I planned to move it on to a new home, but now it won’t start up! As it goes into into starting the apple logo appears and the progress bar. Then it gets stuck with the apple logo and a small part of the progress bar.

I have tried starting holding cmd+r but same thing happens, as it does with cmd+alt+r.

the MAC was running El Capitan before I wiped it,

can anyone help please or is it off to the graveyard !!!

If you cannot get it going, please use Apple's free recycling program rather than being irresponsible and "taking it to the graveyard."
