Stalled iPhone Restoration

I am struggling to restoring the apps on my iPhone XR. I reset the phone and am attempting to restore the apps from my iCloud backup. The home screen is restored, but the only data that downloaded are the photos, text messages, and a few Apple apps. The remaining apps, including WhatsApp and WeChat messaging apps, are not downloading - they are stalled. Can anyone provide guidance? Should I reset the phone and attempt the restoration again? Thanks!
