iCloud is a synchronization service and not a data archiving service. This means that the data that you have on your iPhone is the same data that is on iCloud. If you delete data on your iPhone then it will be deleted on iCloud as well. The reverse is also true. If you delete something on iCloud then the same data will be deleted on your iPhone (and all devices that may be signed in with the same Apple ID).
Why did you want to delete contents from iCloud? For example, if you did not want to maintain photos or contacts on iCloud then you can simply turn that switch to OFF under iCloud. You may open Settings ➡️ Apple ID (Your Name at Top) ➡️ iCloud ➡️ Photos: Set this to OFF (This is an example if you wanted to remove ALL photos from iCloud).
