I’m looking to replace my 2016 MacBook with an iPad Air. The only capability holding me back is the smart card/CAC reader compatibility so I can check work webmail at home.
Am I able to install the appropriate drivers and certificates in order to use my smart card with a smart card reader and USB-A to USB-C adapter? Specifically on the iPad Air 4th Gen.

You cannot install any drivers on an iPad. iPadOS is a driverless platform. If the card reader is detected directly it may be possible to use it, but no drivers can be installed for it.
Device drivers cannot be independently installed under iOS/iPadOS. Additional drivers for external hardware, where needed, are added via installation of a device-specific App provided by the hardware manufacturer - via the Apple App Store.
