Set up new iphone 11 all is working but cannot make or receive calls. When I go to the call forwarding it just spins.

Two problems here
Cannot make calls:
see If you can’t make or receive calls on your iPhone – Apple Support (UK)
Then call forwarding - this is very rarely controlled using the phone settings. Contact your network provider or google the codes you can dial-in to set up forwarding
