international call appear like local number

I am talking to a person from the UK, they are calling me on my phone number. at first on my phone appeared the uk number i had in my contacts list with their name, but then when they are calling, me a local number appears on my screen, every time a different number , and that number actually doesn’t exist. is this some type of scam or fraud? thank you!
