I want to set up family sharing but my daughters phone is already set up with a Apple ID can I still set up without resetting her phone

Yes. Sign out of iCloud on your iPhone, iPad, iPod touch, Apple TV, or Mac - Apple Support, then Sign in with your Apple ID - Apple Support.
