So my iPhone 7plus has very low volume during phone calls. Volume is good using speaker phone, video or music playback. I have followed suggestions on background noise, haptacks etc with no luck

You need to adjust the volume during a live call. No other way to do it.
If it still is too low then reach out to Apple Support directly to arrange a repair. You should be able to reach them here
