You can always try, but that typically only works if there's some malfunction on an iPhone that Apple won't fix. Something like board level damage. If that's most important to you, then find a reputable place that does that sort of repair. If the data or iOS is simply corrupted, the only way to recover would be to rebuild iOS from scratch through a computer.

It will, but it's possible to get that back by backing up and then restoring from the backup.
