Apple Refurbished iPhones??

Does anybody know why Apple does not sell iPhone SE, 12 or 13, as refurbs on their site?

It's not simply that they're out of stock. They are not on there at all. It's like they haven't updated the website in 3 years. But they are regularly updated the stock of older models. So where are all the newer phones going? Is this Apple getting out of the refurb-iphone business entirely? Do they have a warehouse full of SE/12/13 returns they are just waiting to start selling? I've been buying computers and phones off Apple's refurb store for a very long time and this phone situation really makes no sense to me at all.

It would make economic sense for Apple to maintain a sufficient stock of refurbished newer models for warranty replacement.

Here's how outdated Apple's refurb iphone store is. They are currently listing refurb iPhone 8's for MORE money than a brand new iPhone SE (which is based on the guts of the 11) costs.
