Apps in iCloud

I cannot get one of my iPhone apps to connect. I deleted it and got it again in App Store. It showed the iCloud icon, which means it’s in iCloud. How do I delete it from iCloud?

No, it's not on iCloud.

That icon just means that you already had purchased that app on your device previously, and now it's available to be downloaded/installed again.
