Yes. Just downloaded an M11 RAW DNG (not pre-production) and it was visible as a Finder icon, openable in Preview, and viewable when added to Photos. This is despite support for the M11 not appearing in Apple's camera RAW support page for Monterey.

macOS 12.2.1, and macOS 11.6.4.
