Then use some other app.
In Photos, all images are in the Library. Albums are a subset of the library. They don't contain duplicates, just links to the images in the library. So, you can have an image in as many albums as you like with no duplication.
If you create an album and place a photo in it, and then delete it from your "All Photos" section, it deletes all pictures. Including the Album you just created.
And that's why Léonie suggested "So create an album with all photos you want to distribute to other albums...
Albums are a label so all photos must be in "All Photos" even with an album label.

Per definition “All Photos” is the place where you will always find all photos. You can only remove photos from All Photos by deleting them from the library.
you can only remove photos from albums you create yourself. So create an album with all photos you want to distribute to other albums and remove them from your own “my all photos” after you have organized them.

I have several iPhones 😀 You misunderstood what I wrote. My suggestion is to recreate "All Photos" by an album of our own "My All Photos". Only from our albums can we remove photos without deleting them everywhere. We can use this to distribute the photos to other albums. From our own "My All Photos"album we can remove photos, so we will know which photos have already been files away to other albums.
I asked for that disrespectful remark to be removed.

But I want to move my photos and put them into albums, and remove them from the main stream "All Photos'.
I looked at other Apps like Utiful ($19.99 yr), Amazon (don't use Amazon Prime) and Google Photo. Most have a fee and need you to purchase extra Icloud space. Do you know of a good App?
Spending money or wrestling with new apps is pointless. You just need to understand the concepts.

Sorry, no disrespect intended. It's frustrating. I'm a little OCD when it comes to organizing.
