Do not disturbs is off but acts like it on
No focus groups are on. yet my do not disturb seems to be kicking on. Anytime someone tries to call me it says user is busy how do I fix this?

"User Busy" is a cellular function/error, and you need to contact your carrier: Contact a third-party vendor - Apple Support.
