ECG in watch not available in my region

I have a new Apple watch 7. Now I want to use it to measure my ECG. When I want to open the function in the health app on my iPhone, I get an message "The ECG app is not available in your region". My region is set to Austria, now I live in China. Both countries should be OK according to watchOS - Feature Availability - Apple

How to fix this?

Thanks for reaching out to the Apple Support Communities! Since ECG is available in Austria and China Mainland, you shoukld be able to use it if you are currently located in either of those locations. ECG requires the current non-beta version of iOS and watchOS. For additional help with the ECG feature on your Apple Watch, take a look at these articles.

For the ECG app to work on your watch the ECG app has to be approved by;

A. the government of the country in which the watch was bought and

B.the government of the country in which you reside.
