I have iPad, adapter, hdmi cable all connected. I can upload Disney can download movies, BUT cannot play downloaded movies on TV!? What’s with that??

With all cables attached to the adapter, unplug the adapter from the iPad and then replug-in the adapter.
See what happens.
If this is a genuine Apple HDMI adspter, these usually come with a connection to connect to your Apple power adapter.
You may need to plug external power into this adapter to get it to work with your iPad.
Also, you need to realise that video streaming companies control their rights to how their content is streamed.
It is possible Disney has disabled the video out/TV out functionality of the iPad in their app.
