Hi, SewellBill2316, maybe I can help you a bit.... Bluetooth is not turned on by default on your Mac mini (or on any Mac)...what you have to do is go to System Preferences, then Bluetooth and then turn it on and make your Mac discovereable via Bluetooth....make sure the batteries in your keyboard are fully charged up, then put them into your keyboard and turn it on.... your keyboard should show up as a bluetooth device..... your Mac Mini should ask to pair with the keyboard, you type in 6 digits and that should be it... the keyboard should show up under system preferences as well, and you can configure it to your liking.....
hope this helps you a bit

Dig out, barrow, buy an inexpensive USB keyboard and mouse to setup the Mac Mini, then pair your older wireless keyboard and mouse. Most any Logitech, Generic or PC keyboard and mouse will work for setup.
