So recently (maybe 3 weeks?) any new notes or changes on previous notes made on my computer won't sync to my iPhone (Mac mini 12.0.1, iPhone 13 Pro 15.3.1). I called support to no real avail and I just figured something 5 min ago: if I modify a note or make a new one on the computer, the way for it to sync into iPhone is to close Notes App and open it again. It's a dread!!
Any thoughts on how to fix this? Thanks!!

You mentioned that you reached out to Apple Support, and you weren't able to find a resolution with their support. Do you recall the steps that you took with them? It may help keep us from retracing steps.
If you haven't already, you might try these steps:

Use Notes on iCloud.com - Apple Support
If the new iCloud note doesn't immediately sync to your iPhone, you've successfully narrowed it down to your iPhone connection. Try standard troubleshooting, testing a new note in between, to see if it helps.

Have you tried going to Settings > Your Name > iCloud on your iPhone, and turning Notes off and then back on again? If not, you may want to try this to see if the issue persists after doing so.

Hey, Alicia, thanks for your reply. The steps followed with the Apple Support team was just to tell them the problem and answer their questions, which in fact, were similar to your suggestions.
What I found is that if I create or edit a note either on my MBP or mini (which eventually and almost immediately will sync between computer devices), it will not appear on my iPhone; tried restarting, other network, toggled at settings, etc.
Yesterday, as stated, it occurred to me to close the iPhone Notes App (swiping up the app's preview from the home screen) and opening it again. Voila, note synced. But it fails to do it as it should. Don't know if there's an issue while the iOS systems syncs (iCloud) or what, but it is sooooo annoying.
