Automatic deletion of files from the hard drive

I have the following question.

I bought 200 GB in icloud in order to upload all the files on the computer to the cloud and store only what I need at the moment on the hard drive. But the problem is that the files that I download to my hard drive are themselves often deleted and stored only in the cloud, I have to download them every time.

I uploaded a lightroom catalog to the cloud, with a size of 65 GB, while working when I want to edit a photo, lightroom often writes that it cannot find the file, it turns out that the files are deleted from the hard drive and I have to re-download half of the catalog.

Is there any solution so that the downloaded files are not automatically deleted and stored both on the hard drive and in the cloud?

Thanks

Turn off optimize storage and your files will no longer offload.
