iTunes account creation not allowed.

When I try to download any app from the AppStore an error shows: "iTunes account creation not allowed. This Apple ID cannot be used with the iTunes Store at this time. Please try again later."

And after trying multiple times, it still shows the same error, and I'm unable to download apps.

What is causing this, and how can I fix it?
