That’d be a rather ineffective reset, if it didn’t reset everything, apps and all.

Stuff stored locally is wiped. All of it. The reset will reload the most recent version of iPadOS for the device, too.

You can re-download purchased apps from the app store, and any photos and settings and passwords already stored in iCloud will be available once the same Apple ID is signed back in to the iPad, if that’s a concern.
