Where does Messages save downloads?

When I click the download button next to a picture sent to me in Messages on my iMac , I can't find where it goes. I thought it saved it to the Downloads folder by default, but it is not there. And I don't see an option in Messages Preferences to change the location or even see the default location. I also checked in Photos and it isn't there either. I'm running a 2017 iMac with 12.2.1.

I have found the hard way that there is more than one "Downloads" folder on my Mac. For example there there is one in my documents folder, there is another in Safari, there is another in the "users" folder(s), etc. Most of my downloads typically land in the downloads folder on Safari. Second best bet for me is in the downloads folder in the downloads folder in the stack on the dock. If you hunt around you may find what you are looking for. One easy way to sort through it is to know the name of the file you have downloaded and then do a Spotlight search for it.

I'm not really sure exactly what the problem is. I've messed with my Photo Library in the past (deleted I think) and then recreated it. My iCloud setting are turned on and all. I do not use Photos for picture organization so it's not a super big deal right now. I've never liked it. I'll just have to call Apple Support at some point and let them walk me through getting it squared away.
