I bought an IPhone 13 pro max which serial is started from F, is it ok. Some expert tell me it is refurbished and not like new

The F in the serial number does not indicate new/refurbished status. In fact it is an indicator of where the device was manufactured. For future reference: check the starting letter of the model number.
M = New
N = Replacement unit
F = Refurbished by Apple
P = Personalized

A serial number starting with "F" indicates refurbished.
