Cellular issues with iPhone 13 Pro

I have the same problem. The phone has very low signal strength. When we travel, the phone rarely connects to other networks and we have no cellular service. Global Networking was contacted and we were told that we could not be "re-provisioned" until we were back in the US. Same with Puerto Rico. Everyone else with us have Verizon and international capabilities with no apparent issues. We have tried resetting our account (at the tech level), reviewing our settings (also at the tech level), eSim (they are LTE capable only, not 5G), replacement sims, erase all content and manually replace apps. Still with very poor signal strength. Took the phones (both phones were purchased and activated together) to Apple and they discovered significant faults and recommended replacement through Asurion.
