My brother has an iPad 6th gen that has a lot of game data on it. It is signed in to my mother's Apple ID however. He's looking to possibly transfer all of this app data into an iCloud backup on his main Apple ID. Is there any way we can change the association of the device to the Apple ID and move all of the app data over?

If this is regarding Apple Arcade, iCloud and Game Center can be used to keep progress, high scores, and game saves up-to-date across devices. However, the devices would need to be signed in with the same Apple ID account that was used initially.
