Apple Watch did not detect hard fall with injury. All appropriate settings are enabled. Thoughts?

I have a spinning circle on screen. How do I get watch to turn on? My watch has the spinning circle. Will not turn on. I recently received message that storage was full so I deleted any appropriate apps.
