Account locked

My old account got hacked a while back and I had no clue until I broke my phone and couldn’t sign into my new one. They had changed the recovery phone numbers and it doesn’t give me any options for recovery except for entering one of 3 phone numbers that aren’t even in my contacts. I want to recover my photos and data and I’ve been trying for a while but it doesn’t give me any other options.
