cant see my library on itunes on my itune version on my surface pro i5

I can see my ipod shuffle icon on my laptop (Surface pro) when in itunes, but it does not show my itunes Library (with music) which is on a PC with CD disc reader. The music and my personal library is on the PC, but the ipod shuffle icon does NOT show up on the itunes version on PC. Not recognizing the ipod device.. If it did, I would just plug in my ipod into the PC and download music then. I have updated windows and itunes, turned on icloud, authorized both computers. BUT to no avail. I'm stumped.

HELP???
