The HP ENVY 7640 e-All-In-One Printer series is listed in About AirPrint - Apple Support. As I mentioned above, the normal connection method would be via a Wi-Fi router (network). An iPhone's personal hotspot is primarily for Internet sharing, not local networking. There are also certain carrier-related limitations. I do not know whether the iPhone personal hotspot can be used for the intended purpose. A dedicated 4G/5G mobile broadband portable hotspot (with a built-in Wi-Fi router capable of handling Bonjour) would be another matter. Someone else may have additional information.

One entirely experimental workaround could possibly be to use Wi-Fi Direct instead. Click on How do I use AirPrint if a Wi-Fi network is not available? under FAQs in the https://support.hp.com/us-en/product/hp-laserjet-pro-m14-m17-printer-series/16647043/document/c02623193 article for details. This may or may not work with your printer and iPhone. One disadvantage could be the need to open web content before proceeding.

Another workaround could be to buy an old/used standard Wi-Fi router for a few USD/EUR (you may even have a spare router already). The interesting part is the local network (LAN/WLAN). The WAN port would not be used in this very case. The printer could be wirelessly connected, or wired by Ethernet to one of the LAN ports of the router. The iPhone would be wirelessly connected. This should at least allow you to print content already on the iPhone.

Hi,

Please note that the normal wireless printer connection method for an iPhone would be via a (separate) Wi-Fi router. If so, an AirPrint-enabled printer can be used without a special app. A non-AirPrint printer model would require an extra iOS app.

Would a Mac computer be available where you want to print?

There may be different solutions or workarounds. As LaPastenague indicated, please provide information about the exact printer and hotspot (or router) models.

My idea would be to use the router locally only, without an Internet connection. I assume that the router has a number of LAN ports, and is capable of using Wi-Fi. The router would create a local Wi-Fi network. You could then connect the printer to one of the LAN ports by Ethernet (this would disable wireless on this printer model), or connect the printer wirelessly (the Ethernet cable must then be disconnected). The iPhone would be wirelessly connected to the router's Wi-Fi network. You should then at least be able to print photos and PDFs already saved on the iPhone. You would independently access the Internet via the 4G/5G mobile data network on the iPhone, without involving the personal hotspot (unless you need to share this Internet connection with other devices/computers).
