how do i get in contact with the original owner so they can remove the device I have off there account It was given to me second hand

Contact the person that gave you the phone, and see if they know how to contact the original owner. The phone may be locked by the original owner's phone provider too. Neither your fellow users (we) nor Apple (who is not here) can provide the information you seek.
