I have followed various guides that show how to setup my iPhone XR hostspot so that I can connect my laptop with personal hotspot. I am not seeing the iPhone name when search for the network name on my laptop. Anyine have idea about what to check?

Your account would need to be provisioned by your phone carrier first in order to use hotpsot.
Then you go to settings - hotspot and turn it on.
