Yes, you can play Apple Music on either device and simultaneously play it via AirPlay on the other device.
I have a stereo pair of HomePod minis and, in an adjacent room, an Apple TV 4K connected to a decent soundbar. A good way to put them to use is to create Scenes in HomeKit that utilize both “accessories”, thereby connecting them via AirPlay. Each Scene can specify an Apple Music selection to fit your mood, and can be initiated with a Siri command. The Apple Music instance will play on the HomePods, while the ATV4K (and the home theater setup it’s attached to) will assume the humble role of AirPlay speaker(s).
For interactive music selections, it’s likely preferable to launch Music on the Apple TV and use the HomePods in the AirPlay speaker role. The HomePods can be connected via the ATV’s Control Panel, or Siri can be told to connect the HomePods to what’s playing on the TV.
It works either way :-).
