Make sure both your iPad and iPhone are using the same Apple ID and that Messages in iCloud is turned on in Settings for both devices.

It may take some time as shown in Set up iCloud for Messages on all your devices:

When you first turn on Messages in iCloud, it may take some time for all of them to appear on each device. You can send and receive messages during that time.

Other things you can check for is:Make sure Settings > Messages > Send & Receive has the correct Apple ID's , See Set up Messages on iPhone for more information. For text messages, you can also automatically forward the messages by following "Set up text message forwarding" in How to forward SMS/MMS text messages from your iPhone to your iPad, iPod touch or Mac
