Cannot make calls when using Always on VPN and global proxy on iPhone

When using both of these settings at the same time on an apple configurator 2 profile on an iPhone, I cannot make or receive any phone calls.

I have tried allowing outside tunnel access for Air Print, Voicemail, and Cellular Services. This does not seem to help. I also tried turning off the global proxy in favor of setting up the proxy under the VPN settings, but this does not seem to use the proxy at all.

Regardless of whether the proxy server is up or not, it is not used. Does anyone know what this could be or how I could fix this?
