On my iPhone 13, iOS 15.3.1, the options "Siri Voice" and "Siri Responses" in that window are missing. Further down in app-specific settings for Maps, there are no options for language or voice.
We have not found any way to change the Siri language or voice except through Accessibility - Spoken Content. That only changes the voice for "spoken content" but not for Maps or Siri.

Go to Settings > screen time > content & privacy restrictions > Allowed app > Siri & Dictation turn on .
then go to Siri & search > press side button for Siri turn on.
Those instructions don't work in iOS 15.3, because there are no such options as
Settings > Siri & Search > Language
Settings > Siri & Search > Siri Voice
Settings > Siri & Search > Siri Responses
Thank you. That enabled the missing options, and I was able to select the voice I want for Maps. It even retained my choice when I disabled Siri again (side button for Siri).
